How should i start out my speech ?

Ok, start out really casually: walk up to the front and look out in the audience as though you are a pirate with a telescope. Find somebody in the audience who might be violating a minor thing in the dress code (like the hat rule, you may have to make an audience member wear a hat) in some way, and say "Ahoy! I found one! Weve found a rebel!". Then in a whispering voice, say "you know what they can do to yah for that, right?". Then go through the standard procedure for the punishment. Then say "and all of that just for a simple thing. Well did you know that (go through the list of banned clothes) are all against the code too? Well, it's ridiculous, the rules are ridiculous. How about these changes? (go through your list of changes).". And that's all I got and could think of in a short amount of time. Good luck.
